An object can only be moved within the parent level, i.e. a station can only change boroughs within the same division.
To move a station to a different division:
Create a temporary borough called Moving, for example.
Move the station you wish to transfer into the newly created temporary borough.
Change the division of the temporary borough to the division which contains the destination borough.
Transfer the station to the required borough.
Delete the temporary borough.
